In a recent ruling, an Elgin man has been sentenced to 49 years in prison on charges of sexually abusing a child. The man, Carlos J. Parra-Palma, 33, was found guilty of predatory criminal sexual assault of a child and aggravated criminal sexual abuse.
The offender was convicted by a jury in August 2021 following a four-day trial. The trial was marked by compelling evidence and testimonies that traced the abuse back to 2014 when the victim was just six years old. The abuse continued until 2018 when the defendant was arrested.
The investigations that led to the arrest and subsequent trial were conducted by the Elgin Police Department and the Kane County Child Advocacy Center. The victim, who is now 13 years old, testified in court about the abuse she suffered at the hands of Parra-Palma.
The sentence was passed by Kane County Circuit Judge David R. Kilment who stated that Parra-Palma exploited a position of trust to carry out his heinous crimes. The judge also highlighted the courage of the victim in coming forward to provide her testimony. He said, "The victim showed tremendous bravery in facing her abuser in court."
Prosecutors in the case, led by Kane County Assistant State's Attorney Lori Schmidt, sought an extended term of imprisonment for Parra-Palma due to the especially cruel nature of his crimes. The prosecution argued that the sentence was necessary to reflect the seriousness of the crime and to serve as a deterrent to others.
